Dear Sir; I would like to know your position as Minister of communication on the issue of Digicel putting a Blockade on all free telephone application "App" in the Haiti.

This is a technology in evolution.

Why are they allowed to impose a fee on these calls.

The people of Haiti need someone to represent them can you tell me who would be that person?
